On 1 March 2026 Himeji Castle changed its admission charges, and the change was reported around the world as Japan introducing tourist pricing at a World Heritage site.
Read the city’s own notice and that is not what it says.
What the notice actually splits on
Himeji City publishes two adult rates. The distinction between them is residency in Himeji City, and nationality does not appear anywhere in the rule.

Follow that through and the “tourist price” framing falls apart in both directions:
- A Japanese visitor from Tokyo or Osaka pays ¥2,500, exactly like a visitor from Sydney.
- A foreign national living in Himeji pays ¥1,000, and the city names the residence card as acceptable proof.
The accepted documents for the resident rate are a My Number card, a driving licence, or another public document showing a photograph, name and address — the residence card is listed explicitly. That is a document only a foreign resident carries, and it qualifies you for the lower price. A rule aimed at foreigners would not do that.
What changed is who subsidises the castle. Himeji City says the new rates were set by costing ten years of maintenance, conservation and repair for the site and balancing that against income. Residents, who fund the city through taxes, keep the old rate. Everyone else pays the unsubsidised one.
The part that got no coverage at all: under-18s are free
The old scale charged ¥300 for primary, junior high and high school students. It is now zero.
The city defines this generously: free admission covers anyone under 18, including those who have turned 18 up to the first 31 March afterwards — so a student who turns 18 in April is still free through the following March. A student ID is accepted as proof, alongside the same public documents.
For a family of two adults and two teenagers, the change is smaller than the headline suggests, because the two teenagers went from paying to free.
Three practical changes on the same day
These are in the same notice and are the things that actually affect your visit.
Pets are no longer allowed in the paid area. Previously you could bring an animal in if it was fully contained in a carrier. From 1 March 2026 that is not permitted, and the castle does not offer pet minding. Guide dogs and hearing dogs are unaffected. Outside the paid area — the Sannomaru square — walking a dog is still fine.
The shoe bag changed. You must remove your shoes to climb the main keep and to walk the Hyakken-roka corridor. The castle used to hand out plastic market bags at those entrances. It no longer does. Instead every visitor is given one shoulder-strap bag on entry, for shoes and small items, and you are expected to take it with you — the castle does not collect them. If you decline it on the way in, there is nothing waiting for you at the keep.
Digital tickets are now the main channel. Full operation began on 1 March 2026, with sales from 08:00 that day, through the castle’s own ticketing site.
Practical details worth having
- Opening hours are 09:00 to 17:00, and the gate closes at 16:00. The one-hour gap is the trap: last entry is an hour before the advertised closing time.
- Closed 29 and 30 December.
- Drones are prohibited over the castle.
- The annual pass at ¥5,000 pays for itself on the second visit at the general rate. That is worth knowing if you are combining Himeji with a longer Kansai stay and might return.
How to decide
- Do not budget for this as a foreigner surcharge. It is a residency rate, and any non-resident Japanese visitor pays the same as you.
- Travelling with anyone under 18? They are free. Check the total again before assuming the trip got more expensive.
- Living in Himeji on a residence card? Bring it. You are entitled to the resident rate.
- Buy the digital ticket rather than queueing, now that it is the primary channel.
- Arrive before 16:00, not before 17:00. The gate shuts an hour before the castle does.
- Leave the dog outside the paid area — there is no longer an exception for carriers, and no minding service.
